Things Move More Slowly in Africa

“Things move more slowly in Africa” – this is a common refrain for many of us at Grameen Foundation when we find ourselves experiencing hurdles with our work in places like Nigeria and Ethiopia. In fact, African countries and the organizations we work with do often lack the infrastructure – particularly the Internet connectivity – that contributes to the fast-paced, rapid-response world that those of us based in the United States have grown so accustomed to. Slower is also a word I’d use to describe Bankers without Borders’ own presence in Sub-Saharan Africa.

Joining Grameen Foundation after primarily working with US-based NGOs, I remember my own first experiences arranging a call with a microfinance institution (MFI) leader in Sub-Saharan Africa – fumbling around with Skype to enter the correct phone number, then getting a voicemail message in a language I couldn’t understand. It might take a few weeks of trying to connect at a time convenient for us both. In those early days, Grameen Foundation did not have local offices or staff in places like Nairobi, Accra or Kampala. Cultivating relationships and managing projects is difficult to do from a different continent, which is why I am amazed we were actually able to do any work in places like Ghana and Nigeria in those first few years of BwB.

Over the past year, however, BwB has been able to gain some traction in the region, thanks to the regional leadership of Erin Conner and Steve Wardle, and BwB Regional Program Officer Martin Gitari, all based in Nairobi.

Grameen Foundation’s own programs, particularly our MOTECH work in Ghana and Community Knowledge Worker (CKW) program in Uganda, are BwB’s biggest clients. In our early days, we had a hard time convincing Grameen Foundation’s own technology teams of the services we could provide, because Grameen Foundation’s own employees assumed BwB was only focused on connecting bankers with microfinance institutions (a fair assumption, given our name). Thanks to some education on our part and the willingness of these programs’ leaders to give us a try, we’ve been able to place volunteers such as Chris Smith and Gillian Evans (a husband-and-wife team) with CKW and Roche employee Lynda Barton with MOTECH, in year-long placements. We’ve worked with CKW to establish a local collaboration with Makere University to provide interns to our Uganda office each semester. And we’ve just finalized arrangements to engage a Glaxo Smith Kline employee with the CKW team on a six-month assignment, starting this month.

A Productive Week in Asia

While in Hong Kong, I start my days with the “international breakfast buffet.”  In my travels, I have actually grown fond of this tourist and business traveler’s treat. I can have a hybrid breakfast of dal and danish in Bangalore, pad thai and pancakes in Bangkok, or dim sum and doughnuts in Hong Kong.

The international breakfast buffet is particularly appropriate in Hong Kong, a truly international city to which everyone’s path seems to have spanned several global cities. As I begin the next leg of my travels, I leave Hong Kong reflecting on the many social-change agents I met. Just as my hybrid breakfast blends the best of multiple food traditions, these folks blur the lines between the social sector and corporate sector when it comes to fighting global poverty.

On Monday, I spent the day with the dynamic women of Grameen Foundation’s Hong Kong office – Sonia, Christina, Dilys and Sharada. Their careers have zig-zagged from banks and consulting firms to social enterprises and Grameen Foundation. They are all equally effective in their roles – which largely focus on cultivating corporate partnerships and donors for our work in Asia – because they know how to make Grameen Foundation’s work accessible to different audiences. They take the time to explain microfinance, social enterprise and other terms that we take for granted, and can do this easily because they truly understand how we are trying to improve the lives of the poor and poorest.

On Tuesday, I had the chance to kick off the Bank of America Merrill Lynch(BAML) CSR Lunch and Learn series.  I impressed by the sheer turnout (including a waiting list for the event!) as well as by the diversity in the room. Some of the most senior people in the Hong Kong office attended the event and were the first to inquire during Q&A about how their teams could get more involved with Bankers without Borders. I have no doubt we will find a way to put their commitment and skills to work in the near future. Melissa Moi, who recently left a prominent post with a well-known NGO in Hong Kong to join BAML’s Corporate Philanthropy team, has a clear vision for how skills-based volunteering can help further the Bank’s philanthropic objective of helping women and children in the Asian-Pacific region.

Cloudy, Clear and a Chance of Thunderstorms

Chris Smith and Gillian Evans are a husband-and-wife team volunteering in Uganda with Grameen Foundation through our Bankers without Borders® volunteer initiative. It doesn’t matter where you live – people love to talk about the weather.  You may think that citizens of a country like Uganda, which comfortably straddles the equator and where people are generally unfamiliar with terms like “zero visibility” and “whiteout conditions,” would not be fussed whether it is 25 or 28 degrees Celsius on any given day of the year.  However, as we’ve found out, there is an unmet need for accurate and advanced forecasting of daily and seasonal weather, and extreme weather alerts.

It’s taken me the better part of 10 months to figure out that when you wake up, look out the window and see sunny, crystal-clear blue skies that this is a sure sign it will rain the rest of the day.  If it starts off raining then it’s most likely going to be a beautiful day.  I used to leave the house in the morning and ask Omara (our gardener, and a highly accurate weather forecaster) what the weather would be like.  He would scan the clear blue horizon, think for a moment and forecast rain. And he was almost always right.  No amount of searching the skies or wind direction would give me any indicator other than the obvious lack of clouds.

Every day, the independent newspaper, the Daily Monitor, runs a four-day weather forecast feature on page 2.  In an attempt to understand the secret to Omara’s uncanny forecasting ability, I used to try to match the Monitor’s forecast to what would actually happen on a given day.  There is no correlation – I might as well have been using a Magic 8 Ball.  I now believe that the Monitor editor knows this and attempts to cover all weather eventualities by having no (or at least an indecipherable) relationship between the weather graphic and the text description of the weather that day.  Here’s a pretty typical example:

Why does “Today” have a thunderstorm graphic and a text description of “Day partly cloudy and night clear,” yet Friday is the only graphic that looks like cloudy and no rain, yet says “Thunderstorms in the day, clear at night” – but then that exact same text description is used with the thunderstorm graphic for Saturday?  Aaaaaaaaaaaaaah … I don’t understand!

Tipping: A Viral Infection We Want to Catch

At Grameen Foundation, we often talk of the concept of “tipping,” which was popularized by the book The Tipping Point by Malcolm Gladwell.  I define the concept as taking something, such as an idea or a product, to the point where it starts to spread virally, exponentially and without much additional effort.  For an organization like Grameen Foundation that works with limited resources to make significant impact on a global problem such as poverty, it is a very important concept.  Through tipping, our early seeding and nurturing of innovations can lead to their widespread adoption by poor people, the organizations that serve them, and even by businesses and governments.

One example is our Growth Guarantees program, which pioneered loan guarantees to forge mutually beneficial business relationships between local commercial banks and microfinance institutions (MFIs) working to alleviate poverty.  In the program, we not only directly consummated transactions (bringing nearly $200 million to MFIs, who were then able to help more than 1 million new poor borrowers), but more importantly, proved the concept and prompted many other banks to follow suit (even without guarantees from Grameen Foundation).  Likewise, our efforts to replicate the highly successful village phone program of Grameen Telecom, initially in Uganda, set in motion dozens of “village phone” initiatives, most of which we had no direct role in starting or managing.

I thought a lot about Grameen Foundation’s role in “tipping” last week when I flew to Jordan to attend the annual meeting of the Social Performance Task Force (SPTF), a group in which Grameen Foundation has been deeply involved for years.  More than 300 people attended.  The SPTF sets standards and shares best practices for those practicing ethical, poverty-fighting microfinance.  Partly as an acknowledgment of Grameen Foundation’s central role in the task force, I was asked to give the closing remarks at a historic “CEO Roundtable” where the heads of leading MFIs came together to discuss implementation of the just-completed “universal standards for social performance management.”  The standards have the potential to reshape how MFIs around the world work in fighting poverty, mainly by comprehensively adopting what have emerged as effective practices through the task force’s dialogue and research over many years.

Panel Explores the Power of the Mobile Phone in Fighting Poverty

I first met Isobel Coleman, Senior Fellow for U.S. Foreign Policy and Director of the Civil Society, Markets and Democracy Initiative at the Council on Foreign Relations, through one of our greatest Grameen Foundation Board members, Lucy Billingsley.  When Isobel and I were introduced to each other, she was running a small program at the Council focused on women’s issues.  She has since grown it into a flagship initiative of this prestigious institution, and her reputation as a researcher and thought-leader has naturally grown along the way.

I was therefore very pleased when she invited me to speak as part of her Women and Technology series last week, alongside Ann Mei Chang, senior adviser for women and technology, Office of Global Women’s Issues at the U.S. Department of State (and formerly with Google), and Scott Ratzen, Vice President for Global Health at Johnson & Johnson.  The title of the session was “mDevelopment: Harnessing Mobile Technology for Global Economic Growth.”  We had a planning call with Isobel, Scott and Ann Mei the week before and I realized I was joining some extremely knowledgeable and articulate people.  To prepare, I read up on all of Grameen Foundation’s many programs that work to alleviate poverty by leveraging the mobile phone revolution, as well as some related research on inclusive business models.

The event was kicked off with remarks by Suzanne McCarren of ExxonMobil, which sponsors this speaker series.  Suzanne, whom I sat next to during lunch, explained why women’s economic development is a high priority for their company’s foundation, which has made more than $50 million in grants so far, according to my notes.  Then Cherie Blair, the former first lady of the United Kingdom and the founder of a foundation that bears her name, spoke.  She announced the release of an important new report titled, “Mobile Value-Added Services: A Business Opportunity for Women Entrepreneurs.”  I had met Cherie several times through Meera Gandhi, whose book Giving Back features the Cherie Blair Foundation for Women, as well as Grameen Foundation.

The Power of Microbusiness

One of the books that has been on my reading list for a while but I haven’t gotten to yet is The Coming Jobs War, by Gallup CEO Jim Clifton.  As a busy working mom, I’ve read reviews and excerpts, and have promised myself to read the entire book by the end of the summer.  I do know that the premise of the book, which is based on the findings of Gallup’s World Poll, is that what people in the world want most is a good job.

Here in the United States that typically translates to a formal job and steady paycheck. In the developing world that includes informal jobs, but the message is the same – people want steady, reliable pay in return for a hard day’s work.  Clifton argues that over the course of the next 30 years, economic force will trump political and military force in terms of determining which countries have power and influence and which do not.  The top U.S. cabinet position will be the Secretary of Job Creation – not the Secretary of State or Defense.

At Grameen Foundation, we focus our time on creating ways to give the poorest people, in some of the world’s poorest countries, access to information and financial services that will help them improve their livelihoods, most often through the creation of informal jobs.  In the United States, there is a similar effort afoot to provide greater access to financing and technical assistance to help microbusinesses – those businesses with between one and five employees – grow and create more jobs.  The Association for Enterprise Opportunity (AEO), the voice of microenterprise development in the United States, argues that if just one-third of these microbusinesses were able to hire one new employee, the United States would be at full employment. Dialing up new businesses for the poor

This week, mobile phone makers, operators and developers are converging at the annual Mobile World Congress in Barcelona, Spain. Hosted by the GSM Association (GSMA), it is the largest gathering of its kind.

Mobile phones play an integral role in the way Grameen Foundation helps poor people get access to the financial services, business opportunities and vital information they need to improve their lives. We’re at the conference to help build even greater awareness of, and support for, the life-changing opportunities that a simple phone can provide to poor people around the world.

Over the next few days, our team will share insights from the conference. Today’s highlight comes from Sean DeWitt, Director of our AppLab Indonesia initiative, which is helping to create new technology-based businesses for poor people in Indonesia, in collaboration with Qualcomm’s Wireless Reach initiative™ and Ruma, a local social enterprise.

Through this initiative, the “microfranchisee,” typically a woman, sells mobile airtime minutes to local customers. The microfranchisee can also use the phones to provide customers with additional services, such as access to job listings. Since 2010, we have created a network of more than 10,000 microfranchisees (85 percent of whom are women) serving more than 1 million customers. On average, they earn $1.10 per day – a significant sum in a country where 75 percent live on less than $2.50 per day.

Today, there are more than 5 billion mobile phones around with the world, with 4 billion of them in developing countries and emerging markets, where they are often shared by several people. David Roodman Does His “Due Diligence,” and Gets it Mostly Right

David Roodman, Senior Fellow at the Center for Global Development, the country’s leading think tank on overseas aid and international development, has written Due Diligence: An Impertinent Inquiry into Microfinance, a remarkable book about microfinance.  It is, quite simply, the best book I have ever read about microfinance among the many I have gone through.  He analyzes the history, track record, recent developments and future of microfinance, and though I do not agree with all of his judgments, I agree with the vast majority of them and admire how he went about deconstructing such a diverse arena of human endeavor.

Most impressive is how he carries the reader through his rigorous thought process.  He repeatedly poses important questions, weighs the evidence, assesses whether there is enough information to make a definitive judgment, presents alternative answers and their implications, admits to a degree of uncertainty, and then does his best to provide an answer – all in plain language.  The hallmarks of his writing are nuance, detail-based distillations of publicly available information, fairness and dispassionate analysis.  If I had to keep one book on my desk for easy access to guide my writings, conversations, analysis and decisions, it would be his.  (Due Diligence is the culmination of research and writing process that played out on his blog, which has evolved to become a leading online source for microfinance information and analysis over the past couple of years.)

After some introductory remarks, Roodman sets the modern microfinance movement in a historical context, and does this better than I have ever seen before.  His survey also provides some important lessons for those working to expand and improve microfinance today.

The bulk of the book addresses the question “Does microfinance work?” in distinct ways. Does microfinance reduce poverty, does it improve the control the poor have over their lives regardless of whether it leads them to a poverty-free life and, thirdly, has it become a vibrant new industry that strengthens societies by enhancing ecosystems (in the broadest sense) consistent with long-term socio-economic development?  I admire how he has given equal weight to the three dimensions of “working” – I strongly agree with him that all are important and the latter two (especially the third) have been comparatively neglected by microfinance advocates and critics alike.

Due Diligence deserves to be read by anyone involved in microfinance, including those who volunteer their time or contribute and/or invest their money.  Let me summarize how he answers the main questions he asks, as well as his recommendations, and then distill how I believe someone involved with Grameen Foundation – or any microfinance network or institution – should feel about their past and future involvements, given his judgments and recommendations.

Giving India’s Poor a New Way to Save

Anju Jaiswal lives in a remote village of Dheena in the state of Uttar Pradesh, India, where she and her husband, Ghanshyam, own a small kirana, or grocery.  Using a loan from Cashpor, a local microfinance institution (MFI), Anju is able to stock her family’s store with vegetables, provisions and other essential household items.  Her store serves the surrounding agricultural community, which can make earning a regular income challenging as most of her clients have seasonal farm jobs.  She uses most of the income she earns from the store to feed her family, often leaving very little for savings.  When the family is able to save, they keep their savings at home, like many other poor households.

For poor, rural households like Anju’s, opening a savings account poses several challenges.  The nearest Cashpor branch, for example, is 10 kilometers (about 6 miles) from Anju’s home, which means she would have to spend valuable time away from her business to go there.  In addition, the prospect of opening a savings account can be overwhelming for households that tend to have little schooling and low literacy skills.

On the other side of Uttar Pradesh, another Cashpor client, Sangeeta, lives with her husband and in-laws.  Sangeeta and her husband work in the family business in the remote village of Chaubeypur, making cardboard boxes used for packing sweets.  Though her husband has a bank account with one of the national banks, it’s often difficult for him to go to the nearest branch to deposit his savings because of distance and time constraints.  In fact, his account has been dormant for the past year and a half.

Poor, rural households face three common challenges when it comes to banking with a formal institution:

  1. Many of them don’t use existing bank services because they’re too far away and don’t offer the services they need
  2. They typically have very small sums to deposit, making the long trip to the bank not worth the time they lose
  3. They are intimidated by documentation required for opening accounts because of low literacy and lack of self-confidence

To meet these challenges, Cashpor – in collaboration with ICICI Bank and Grameen Foundation – began in June 2011 offering the Apna Savings Account to more than 379,000 female clients, as well as non-clients, living in Uttar Pradesh and Bihar.  To date, Cashpor has enrolled more than 15,000 new savings customers – including Anju and Sangeeta – in more than 140 branches in five districts.  The demand for Apna (which means “ours” in Hindi) has been extremely high, with 300 to 500 new savers being added daily.

The savings product is designed to help the client overcome the challenges above.  Staff members conduct new-client enrollment via mobile phones, using the phone number as the account number.  Cashpor savings officers travel to clients to take their savings deposits (which clients can also make using their mobile phone), much as they do with traditional micro-credit clients. Deposits are then automatically updated, so clients can immediately check their balance using their phones.  Clients also can deposit, withdraw and send remittances through their phone using their mobile savings accounts.

As the project has grown, the partners have faced a few challenges in implementing the mobile savings account.  The biggest obstacle has been overcoming the cultural barriers in India to women owning a mobile phone, which is seen as a tool of the young and not respectable for Cashpor’s clientele, who are largely in the 31-45 age group.  However, when one group member decides to use the phone, we’ve seen that it is a powerful example to the others in the group.  In fact, 80 percent of Cashpor’s customers do have access to a phone (either their own phone or one they share with the rest of the household), so the potential for them using this savings account is large.  Current Cashpor clients and also non-clients are also expressing a strong willingness to buy a phone so that they can have access to formal-sector financial services.

For many women, having a savings account provides security. The savings provide a safety net for emergencies or household purchases, which is critical for poor women, who sometimes find it difficult to own property or assets.  At first, Cashpor’s clients feared their husbands would be able to check their balances on their phones, but now they’re realizing that saving with Cashpor provides more, not less, security for their savings.

The lives of Anju, Sangeeta and others who’ve taken up the new savings service have changed for the better. Grameen Foundation and its partners are working to bring safe, reliable savings accounts to poor women in rural India, provide quality customer service and use innovative approaches that will create a sustainable change in the lives of millions of poor women and their families.

The Value of Group Savings and Lending to the Poorest People

Sugia Devi was a changed woman on November 7, 2011. She had just left the free cataract clinic in Bodhgaya in India’s northern state of Bihar and was grateful for her improved eyesight. She couldn’t wait to thank the people who had made it possible: the members of her adapted self-help group (ASHG).

The group is part of Livelihood Pathways for the Poorest, a joint project of Grameen Foundation’s Solutions for the Poorest group and BASIX/The Livelihood School that is designed to enhance the skills of the ultra-poor, link them to income-generating activities and build their savings habits.

Sugia lives in Khaneta village with her husband and her son, and his family. When she first heard about the ASHG in August, her husband did not want her to join the program because of mistrust and a lack of understanding about the benefits of participation. She persisted and began attending meetings and saving a small amount each week. Starting with an initial deposit of 10 rupees (about 2 cents), by November she had saved 130 rupees (about $2.40). But it still wasn’t enough to pay her fare to get to the free clinic in Bodhgaya some 30 kilometres (19 miles) away.

That’s when Sugia turned to the members of her ASHG. In addition to providing a safe place to save, the groups also provide its members with quick access to short-term loans. Sugia’s group members approved her loan of 100 rupees, enabling her to cover her transportation costs for her operation.

Today, Sugia’s husband has a better appreciation for the value of the self-help groups, while she knows that her family can rely on the group when they need help. As her husband noted, before the ASHG, the family would have had to borrow from moneylenders who typically don’t lend less than 500 rupees (about $9), at very high interest rates.

Sugia has recovered from her operation, and now Friday – the day her ASHG meets – has a special importance in her life.
